What is MasTrace
MasTrace is an Online contact tracing initiative by the City Government of Masbate and it’s business partners, in which it’s effectivity relies on the following: 1. For residents and Non-Residents of the City of Masbate to register for QR Codes through the City Government official website or through their Local Barangay Hall. 2. Offices, Barangay, Business Establishments to use the MasTrace App to scan QR Codes from it’s employees/residents/customers thereby eliminating unnecessary exposure by writing into logbooks or sharing pens. 3. For ALL if not a VAST MAJORITY of individuals to comply and register.
CITY ORDINANCE FOR THE IMPLEMENTATION OF MASTRACE WITHIN THE CITY OF MASBATE
MasTrace was developed to be protective of each and everyone’s privacy. Only select and carefully entrusted officers of the Local Government Unit of the City of Masbate are given access to the system and their access is activated only when responding to contact tracing emergencies.
MasTrace Privacy Statement
City of Masbate Online COVID-19 Contact Tracing System
MasTrace is a CoVID-19 contact tracing system of the City Government of Masbate, which requires commercial, office establishments and government offices to scan the QRID’s of individuals entering unto their premises. MasTrace does not require individuals to have a smartphone. It does not use communication services like Bluetooth or location services. MasTrace is compliant with the Philippine Data Privacy Act of 2012 (R.A. 10173).
WHAT DATA IS COLLECTED? AND FOR WHAT PURPOSE?
1. When an Establishment Registers for an MasTrace App:
- Complete Business Name (as registered with the City Government of Masbate)
- Short Name / Popular Name
- Business Identification Number (indicated in business permit)
- Complete Address
- Name of Representative
- Role or Designation of Representative
- Mobile Number of Representative
- Email Address of Representative
These are collected for the purpose of verifying the identity of the establishment with the records of the City Government of Masbate and when verified, for granting of an specialized MasTrace Android App to be used for the scanning of QR Codes.
2. When an Individual Registers for a QR ID
- First Name
- Middle Name
- Last Name
- Birth Date
- Mobile Number
- Profile Photo
- Picture of 1 Valid ID
Complete Barangay Address:
These are collected for the purpose of administering your registration and generating an individual QRID. These are also processed for the purpose of CoVID-19 contact tracing.
3. When an Individual enters the Establishment:
- Individual QR Code
- Timestamp of entry
- Temperature (required if 37.5 degrees celsius or higher)
- Establishment Name
These are collected for recording individual entry on establishments and are processed for the purpose of CoVID-19 contact tracing.
MASTRACE ANDROID APPLICATION PERMISSIONS SUMMARY
The Official MasTrace QR Scanner for Android will ask for the following permissions after installing to your mobile smart device:
android.permission.ACCESS_NETWORK_STATE, android.permission.ACCESS_WIFI_STATE, android.permission.CAMERA, android.permission.INTERNET, android.permission.READ_EXTERNAL_STORAGE, android.permission.WRITE_EXTERNAL_STORAGE
- Camera – The App uses your mobile device camera to scan the QR Code before a person can step inside of a business establishment or government agency.
- Read/Write Storage – MasTrace has a built it Offline Mode that can still scan for QR Codes and saves it into a csv file. This generated file can be sent to our official MasTrace email for manual upload into our servers.
- Network – MasTrace is an Online Application which means it requires mobile data in order to upload scanned QR Codes into our cloud databases. MasTrace will only connect to our servers when it has scanned a QR Code. It will not use data while idle.
MasTrace will NEVER collect any files or information from the user’s mobile device other than that of it’s intended use which is scanning QRID’s and generating csv files of scanned QRID’s for manual uploading.
WHY PROCESS PERSONAL DATA? ON WHAT LEGAL BASIS?
We process personal data only for the purpose of CoVID-19 contact tracing in accordance with the Philippine Data Privacy Act of 2012 (R.A. 10173).
When you register, we ask you to authorize: By clicking the “SUBMIT” button I hereby authorize the City of Masbate to collect and process my personal information and sensitive personal information (collectively, “Personal Data”) as stated above for the purpose of effecting control of the COVID-19 infection. I understand that my personal data is protected by the Data Privacy Act of 2012 (R.A. 10173) and that I am legally required to provide truthful information pursuant to the Bayanihan to Heal as One Act (R.A. 11469), as may be amended, and other government issuances relative to COVID-19 prevention and control.
When you register, we ask you to attest: I further attest that I have provided the above information to the best of my personal knowledge. I have not withheld any relevant information or given false information regarding the foregoing. By signing below, I further consent to the processing including, but not limited to, the collection, use and disclosure of my above-declared personal data for the purposes of contact tracing relative to COVID-19. All personal data collected for these purposes shall be retained only for a period allowed by existing government regulations and issuances. After which, all personal data will be disposed of in a secure manner that would prevent further processing and/or unauthorized access or disclosure.
HOW WE COLLECT DATA?
Data is collected when an individual registers for a QRID; and when an individual enters a MasTrace registered establishment. These data collected are encrypted when transferred to the secure servers of the City Government of Masbate for use in CoVID-19 contact tracing.
HOW WE PROTECT YOUR DATA?
Data is protected is various ways and aspects from system design, organizational measures and technical procedures. These include: a secure algorithm for generating the QRID of individuals, which data cannot be interpreted outside of the system; and access to the system restricted only to the contact tracing team of the City Government of Masbate. Further, establishments can only scan your QR ID but they have no access to your personal information and entry history.
WHEN DO WE SHARE YOUR DATA?
The only time your data is shared is when the system determines that you may have been in contact with someone who tested positive for CoVID-19 as a result of a contact tracing activity. Your personal information is shared with government and enforcement agency so that they can render you timely and appropriate health precautions and intervention.
DO WE RETAIN YOUR DATA? HOW LONG?
We retain your personal data for as long as eTracer remains an active program of the City Government of Masbate in addressing the CoVID-19 pandemic. Data is erased after 2 Months. Your entry records beyond those 2 months are automatically deleted in the system.
ACCESS, CORRECTION AND DELETION OF PERSONAL DATA
You have the right to access your personal information registered with us. If for some reason you have registered an incorrect information with the system and wants it to be corrected, we encourage you to do so. You also have the right to withdraw any consent you have given us at any time.
